NIE, Padrón, TIE Card & Residency in Murcia

What is the difference between an NIE and Padrón registration in Murcia?

NIE (Número de Identificación de Extranjero): Your Spanish tax identification number, required for:

  • Buying or selling property in Spain
  • Opening a Spanish bank account
  • Filing non-resident tax (Modelo 210 / IRNR)
  • Applying for residency (TIE card)
  • Signing any official legal contract

 

Padrón (Empadronamiento): Your municipal census registration, required for:

  • Accessing the Spanish public health system (tarjeta sanitaria)
  • Enrolling children in local schools
  • Applying for residency and the TIE card
  • Proving local residence for legal and administrative purposes

The TIE (Tarjeta de Identidad de Extranjero) is the physical residency card for non-EU nationals (including UK nationals post-Brexit) who plan to live in Spain for more than 90 days. EU nationals receive the green certificate instead.

Step-by-step process:

  • Step 1: Obtain your visa or residency authorisation (Non-Lucrative, Digital Nomad Visa, family reunification, etc.)
  • Step 2: Enter Spain and register on the Padrón at your local Ayuntamiento.
  • Step 3: Obtain your NIE if you haven’t already.
  • Step 4: Book your appointment at the Oficina de Extranjería in Murcia city or Cartagena via the Sede Electrónica. Book as early as possible.
  • Step 5 — Documents needed: Valid passport + copy, visa/residency authorisation, completed EX-17 form, Padrón certificate (under 3 months old), proof of financial means, private health insurance (if required), 2 passport photos, Tasa 790 Código 012 fee payment.

The Certificado Digital is your electronic identity credential for all Spanish government portals online. With it you can:

  • File and check your Spanish tax returns (Agencia Tributaria) online
  • Submit and track immigration applications (TIE renewal, etc.)
  • Access social security (Seguridad Social) services
  • Complete Padrón-related processes digitally
  • Sign documents electronically — legally binding in Spain
  • Interact with CARM (Comunidad Autónoma de la Región de Murcia) portals

 

Obtaining it requires a valid NIE and in-person identity verification at an authorised authority (e.g., Agencia Tributaria or FNMT).

How do I get an NIE appointment in Murcia in 2026?

Two routes are available:

Yes. EU nationals who intend to reside in Spain for more than 90 days must register as an EU resident under Real Decreto 240/2007 (Form EX-18). This results in a green certificate (Certificado de Registro de Ciudadano de la Unión) — not a TIE, which is only for non-EU nationals.

Short-Term Rentals & Tourist Licences — Murcia 2026

How do I get a short-term rental licence (VUT) in Murcia in 2026?

A short-term rental licence (Vivienda de Uso Turístico / VUT) is legally required. Operating without one risks fines from €3,000 to €90,000.

  • Step 1 — Property compliance check: Smoke detectors, fire extinguisher, first aid kit, adequate ventilation and natural light.
  • Step 2 — Declaración Responsable: File with CARM via online or in-person portal.
  • Step 3 — VUD registration: Receive your VUD number, which must appear on all advertising including Airbnb and Booking.com.
  • Step 4 — NRU (National Rental Registry): Under 2026 rules, each property must also obtain a Número de Registro Único (NRU) — mandatory for listing on major platforms.

Every short-term rental operator must register guest data via the Sistema de Gestión de Hospedías (SES Hospedías) platform within 24 hours of check-in. Required data per guest:

  • Full name and nationality

What is the N2 annual rental declaration and do I need to file it?

The N2 is the 2026 mandatory annual reporting requirement for all short-term rental property owners registered on Spain’s VUD National Registry. You must declare:

  • Total nights rented in the previous calendar year
  • Total rental income received
  • Property occupancy data by season
  • Details of the rental platform(s) used

 

The N2 is a statistical and compliance filing — separate from your income tax obligations. Non-compliance risks suspension of your NRU number, making your property ineligible for listing on major platforms.

Non-Resident Tax, Modelo 210 & Finance

What is the Modelo 210 non-resident property tax in Spain and do I have to pay it?

The Modelo 210 (IRNR — Impuesto sobre la Renta de No Residentes) is the annual tax return every non-resident property owner in Spain must file — even if the property is not rented out.

  • Property not rented: Tax is based on a percentage of the Valor Catastral (rateable value). EU/EEA residents: typically 19%; non-EU (including UK post-Brexit): 24%.
  • Property rented out: You declare actual rental income. EU/EEA residents can deduct allowable expenses; non-EU residents generally cannot.

 

The Modelo 210 must be filed quarterly (if renting) or annually. Missing the deadline incurs surcharges and fines.

What is the Modelo 720 foreign asset declaration and who needs to file it?

The Modelo 720 is Spain’s declaration of foreign assets held abroad. Required for Spanish tax residents who hold overseas assets exceeding €50,000 per category:

  • Bank accounts held at foreign financial institutions
  • Securities, shares, and life insurance policies outside Spain
  • Real estate and property rights located abroad

 

Filing deadline: 31 March each year. Note: applies only to tax residents in Spain — non-residents are not obligated to file the Modelo 720, though the Modelo 210 does apply.

What is the second occupancy certificate (Cédula de Habitabilidad) and do I need one?

The Cédula de Habitabilidad de Segunda Ocupación confirms a property meets minimum habitability standards. In Murcia it is issued by the Ayuntamiento or Comunidad Autónoma. You will need it for:

  • Connecting or transferring utility contracts (electricity, water, gas)
  • Obtaining a short-term tourist rental licence (VUT)
  • Certain property sale transactions
